Project Scope

Volar will be an 18-story mixed-use building, comprising of 307 residential units, approximately 52,000 square feet of commercial space (retail, office, and restaurant), approximately 16,275 square feet of public open air space, and 490 parking spaces. 

As San Jose's first "Signature Project" under the City's General Plan, Volar will will be an 18-story building, with its highest point at 200 feet, making it the tallest building in the Valley Fair/ Santana Row Urban Village.

Volar will be the pinnacle of the Urban Village plan, located steps from the active node and at the center of all the new transit features.

Mission

Volar means "to fly". The inspiration of this signature project's design is falcon wings, which symbolize the leadership and grace of Silicon Valley. The purpose of Volar is to contribute an elegant and welcoming home for this active, growing, and constantly evolving community. 

Volar's objective is to create an Urban Village consisting of high-density residential units and commercial space to serve the San Jose and greater Silicon Valley community. The existing two-story, 26,000 square building on the site will be redeveloped into a mixed-use building with new multi-family residential units; commercial uses, including office, restaurant, retail; and common open space areas, including plazas, courtyards, recreation area, and seating areas. Volar will execute San Jose's General Plan policies to intensify the number of units in Urban Village Areas by building high-density housing within easy access to transportation corridors, rail-transit stations, bus corridor stops, commercial services, and jobs. The addition of market rate housing units will assist the City of San Jose in satisfying its Regional Housing Needs Allocation. The project's intent is to enhance the character of the neighborhood by not only contributing an economically sustainable number of units, but also by providing common, open-air space areas including plazas, courtyards, a recreation area, and seating areas. Designing public spaces encourages alternative forms of transportation such as walking, bicycling, and public transportation, which feeds into Volar's overall goal of creating a  sustainable community.  Additionally, Volar will contribute on-site services to residents and support employment growth and commercial activity with its retail and other commercial uses within the residential project.

With employment rapidly growing in Silicon Valley and the current housing shortage in the Bay Area, Volar is anticipated to help fulfill a portion of the community’s demand for housing. In addition to Santana West’s one million square feet of commercial development across the street, other commercial developments in the vicinity will drive the demand for housing.

Volar exists in the epicenter of some of the highest retail sales/sq. ft. in the US, namely two large retail commercial centers, Westfield Valley Fair Mall and Santana Row, which make up a good portion of this Urban Village, understandably named the “Santana Row/ Valley Fair (SRVF) Urban Village”. In addition to the two major retail blocks, the other major attraction of the SRVF Urban Village is the Winchester Mystery House, a State and City landmark. Across Winchester Boulevard is Federal Realty’s Santana West project, which was approved September 2016 for up to 970,000 square feet of office space and 29,000 square feet of retail space.

The Valley Transportation Authority’s (VTA) Bus Rapid Transit (BRT) project is planned to run along Stevens Creek Boulevard with a planned stop at the intersection of the entrance to Valley Fair and Santana Row. The economic bustle makes this Urban Village an ideal location for a mixture of new and intensified commercial and residential uses.

Volar is located at the heart of the Santana Row/ Valley Fair Urban Village. As the first signature project of the City of San Jose, Volar sits at the focal point of the Urban Village, benefitting greatly from the City’s investment in fulfilling the General Plan. The City of San Jose’s General Plan calls for significant investment into public transportation, community art, and landscaping, with Volar as the centerpiece. As the tallest building in the Urban Village, sitting right next to the public art active node, Volar will be a symbol for the innovation and warmth by contributing a beautiful 16,000 square foot rooftop privately-owned public open space (POPOS) for the community to enjoy. Volar will contribute a beautiful public space for the community, which will be one of the largest rooftop Privately Owned Public Open Spaces (POPOS) in the entire Bay Area. The open space for the project would be provided within private balconies and common use areas, including a rooftop deck. The project would provide approximately 29,814 square feet of private open space for the residential units, and approximately 16,275 square feet of common open space. Serving food and beverages on the 18th floor and rooftop will be an approximately 8,500 square foot restaurant and cafe.

Approved Entitlements

ON JUNE 13TH, 2017, City Council of San Jose voted in favor of the development, approving the project in a 9-2 vote. To view the City of San Jose's Staff Report, please click here. Volar gained the following entitlement rights:

  1. PDC15-065: PLANNED DEVELOPMENT ZONING FROM THE CG COMMERCIAL GENERAL ZONING DISTRICT TO THE CP(PD) PLANNED DEVELOPMENT ZONING DISTRICT TO ALLOW THE DEMOLITION OF AN EXISTING BUILDING FOR THE CONSTRUCTION OF AN 18-STORY (MAXIMUM 185 FEET TALL WITH 15 FEET OF ARCHITECTURAL PROJECTIONS) MIXED-USE BUILDING, WITH UP TO 307 RESIDENTIAL UNITS, A MINIMUM OF 52,167 SQUARE FEET OF COMMERCIAL AND OFFICE USES, FOUR LEVELS OF BELOW GRADE PARKING, AND THE REMOVAL OF FOUR ORDINANCE-SIZED TREES ON A 0.89-GROSS ACRE SITE (350 S. WINCHESTER BOULEVARD). 

  2. PD15-059: PLANNED DEVELOPMENT PERMIT TO ALLOW THE DEMOLITION OF AN EXISTING BUILDING FOR THE CONSTRUCTION OF AN 18-STORY (MAXIMUM 185 FEET TALL WITH 15 FEET OF ARCHITECTURAL PROJECTIONS) MIXED-USE BUILDING, WITH UP TO 307 RESIDENTIAL UNITS, A MINIMUM OF 52,167 SQUARE FEET OF COMMERCIAL AND OFFICE USES, FOUR LEVELS OF BELOW GRADE PARKING, AND THE REMOVAL OF FOUR ORDINANCE-SIZED TREES ON A 0.89-GROSS ACRE SITE.
